International Parliamentary Conference on National Security and Cyber Security

DCAF attended the Commonwealth Parliamentary Association UK International Parliamentary Conference on National Security and Cyber Security Day. Over the course of the week, DCAF delivered 3 presentations to approximately 100 parliamentarians from various global regions:

  • “Legislating for National Security” where DCAF presented the Montreux Document and the Legislative Guidance Tool for States to Regulate PMSCs;

  • “Partnering and oversight of the Private Sector” where DCAF presented the role of parliamentarians and their oversight of the private security industry as well as the interrelation with the private sector in broader security sector reform programmes.

  • “Terrorism and Radicalisation in Cyberspace” where DCAF presented DCAF’s PPPs activities on preventing/countering violent extremism online.

The event provided a platform for networking and engagement with parliamentarians in order to scope opportunities for implementation and outreach related to the Legislative Guidance Tool, to foster discussion on good practices amongst parliamentarians related to private security governance; as well as preventing/countering violent extremism online
