• DCAF is Secretariat of the Montreux Document Forum and a strategic partner of the International Code of Conduct Association.

• DCAF supports implementation of the Voluntary Principles on Security and Human Rights (VPs) in partnership with the International Committee of the Red Cross.

• DCAF engages with international initiatives including the UN Guiding Principles on Business and Human Rights and the OECD work on Responsible Business Conduct.

 

Montreux Document and Montreux Document Forum

The Montreux Document is the result of a joint initiative launched by Switzerland and the International Committee of the Red Cross (ICRC) in 2006. The Montreux Document recalls pertinent international legal obligations and encourages good practices for states related to operations of private military and security companies. The Montreux Document is supported by 56 states and three international organisations.

In its role as Secretariat of the Montreux Document Forum, DCAF conducts research, awareness-raising, knowledge building and provides advisory services to support implementation of the Montreux Document.

The International Code of Conduct for Private Security Service Providers and the International Code of Conduct Association 

 

The International Code of Conduct for Private Security Service Providers (ICoC), adopted in 2010, articulates human rights responsibilities of private security companies (PSCs), and sets out principles, standards and requirements for the responsible provision of private security services, particularly when operating in complex environments.

The International Code of Conduct Association (ICoCA) is a multi-stakeholder initiative established in 2013 as a Swiss non-profit association, in which states, private security companies and civil society organisations jointly oversee the implementation of the ICoC by PSC members.  DCAF supports implementation of the International Code of Conduct. and works in partnership with ICoCA.

Voluntary Principles on Security and Human Rights

 

 

DCAF is ‘the preferred implementation partner’ of the Voluntary Principles on Security and Human Rights. This role enables DCAF to promote good security and human rights practice on the ground, build bridges across different initiatives and as a result maximise the impact of efforts to support responsible business conduct in complex environments.

Security and Human Rights Implementation Mechanism

 

DCAF’s Security and Human Rights Implementation Mechanism (SHRIM) is a multi-donor trust fund, committed to supporting on-the-ground implementation of security and human rights good practices in a coherent, sustainable and cost-effective way. Through the SHRIM, DCAF supports targeted security, development and human rights programming in fragile contexts and fosters public-private cooperation at local, regional and international levels.

DCAF - ICRC Partnership

 

 

 

DCAF and the International Committee of the Red Cross (ICRC) work in partnership to address security and human rights challenges when companies operate in complex environments. The partnership works to support businesses, governments, and civil society organisations in implementing good security and human rights practices. The partnership has developed a ground-breaking Toolkit and also resulted in a Knowledge Hub, acting as one-stop shop for relevant guidance documents, tools and case studies.

 

 

OECD Responsible Business Conduct

 

 

DCAF and the OECD are working together to promote responsible business conduct. This includes identifying synergies between the OECD Responsible Business Conduct workstream and the Voluntary Principles as well as joint activities with national partners to promote security and human rights good practice in the DRC.  

 

United Nations Guiding Principles on Business and Human Rights

 

 

DCAF is strongly committed to implementation of the United Nations Guiding Principles on Business and Human Rights. Jointly with the Danish Institute for Human Rights, DCAF has developed a supplement ‘Private Security Governance and National Action Plans (NAPs) on Business and Human Rights’ that supports governments in appropriately addressing private security in their National Action Plans on Business and Human Rights, in order to fulfil their obligations to prevent, address and remedy human rights abuses, as laid out by the United Nations Guiding Principles on Business and Human Rights. DCAF works with national partners in Africa and Latin America to support NAP implementation in the area of security and human rights.

 

Promoting Security and Human Rights Good Practices with Chinese Stakeholders

 

 

DCAF, the ICRC and the China Chamber of Commerce of Metals, Minerals & Chemicals Importers & Exporters (CCCMC) signed a framework agreement to promote security and human rights good practice with Chinese companies operating in complex environments abroad. This includes the development of training modules and outreach activities to support Chinese companies to enhance the firms' capacities in security management and engagement with host governments, public security forces, private security providers and local communities.
