As Secretariat of the Montreux Document Forum (MDF), DCAF supported Switzerland and the International Committee of the Red Cross (ICRC) in holding the second annual MDF Plenary meeting. The meeting provided a space for informal exchange among Montreux Document participants following the launch of the MDF in December 2014 as a platform for consultation and cooperation on issues related to the regulation of private military and security companies (PMSCs).

The Plenary was attended by twenty-seven states and two international organisations participant to the MD. The agenda included a thematic discussion on the use of PMSCs in maritime settings and a sharing of the implementation of the Montreux Document’s good practices. DCAF also delivered a presentation on the discussions and conclusions of the Regional Conference on PMSCs held in November 2015 in Ethiopia.
